Getting a government job is very hard. Usually it takes knowing someone or having the exact skill they desire. Keep in mind that everyone else wants the job you applied to also, so they have a lot of choice. There really is no secret. I got my government job by going through a consulting firm. You may want to try that. I’m in Orange County, not sure if they same companies would work in San Diego as well, but try JAS Pacific Consultants or Wildan. We use them at the city I work for as well.

Go to the county website. See what other jobs that the have. Sometimes they will have if this is “IF This Job Comes Available, can we contact you”, please check several until you finish. Check it out and see what happens. I have done several in the past 6 months, never call ir email yet. You’ll never know what comes available!
